if I wanted to start making fps weapons, what programs might I use?

are there any tutorials for said program?

Any tips or tricks for weapon making?

fragmotion, milkshape, photoshop/gimp/paint.net

loads of tutorials for each one of these programs on youtube.

I don't know, I don't make guns. I might suggest using reference images.

Use pimp my gun to make your own reference images.(Google is your friend)

is there any way to make non animated models in Google sketch up, then import them into say fragmotion and animate them?

Yes download google sketch ups .x exporter export your model as a .x and open it up in another program such as fragmotion
