Is there a way to have a HUD that, rather than displaying an image, blurs whatever is behind it? I have Photoshop and GIMP, if either are required.

No, there's no way. You might be able to do it with a source mod, but as of now you cannot as you would need to pass the pixel information from the camera to the HUD which does not happen. The HUD is simple added directly on.
