Theres nothing wrong with having lights here and there without light sources, just try and be careful about them. One place you could put them is inside cars so it looks like the cars are lighting up the area, or (small lights) under the cars so that it looks like neons attached to the bottom of the car.
Also, I do quite like large rooms, although, they can be a bit or a hardware hog, if the computer can handle it, i think you should put them in. Not only do they add to the feeling of the game, it also means that in 5 years time, people will still be playing it, because it runs well on their computers, and has a good feeling. I also believe that lots of people (including myself) like games with high system requirements, therefore, if you have lots of large rooms, you will have larger system requirements, meaning, potentially a larger market.
