That means the textures aren't installed into the place that they should be.
Go to your segment folder, and open up one of the .fpe's in Cosmic Prophets folder.
Check that location against where the textures actually are.
There's a good chance they dont match, or you wouldn't be getting this error.
Just move the files into the path it says in the .fpe files, and it should fix the problem.

...the path to the textures doesn't match what's in the .fps file.

Open the corresponding .fps, for each room that isn't showing its texture, and
edit each offending line to point to where the textures physically are located.
Update file names, if they don't match.

These thing occur in FPSC often, and the more time under the hood that you
spend, the more proficient you'll become. It does eventually become much easier.

As you see, there are two methods of fixing this problem here.
However, Since CP's pack is quite a large one, it is quite possible that ALL of the segments get this error, and all point to a FOLDER of textures that is located elsewhere.
Going though and editing ALL of the FPI files can take a very long time, and fixing the problem can be as simple as cutting and pasting a file.
'Scope out' the situation first, and see what would need to be done.

Example:
For example, across multiple FPI files, the texture may be pointing to: texturebank\example\segments
But that folder doesnt exist, the folder in that place may be: texturebank\example\rooms
to quickly solve that, all you would need to do, is change the folder name from rooms to segments.

EDIT:
@Seth, I didn't mean to be 'stealing your thunder', but there was just an easier/faster approach when looking at this from a pack perspective.
