Might be a noob question but.

Question about some of the model hands,

In order to put sleeves on some of the "hand" models would that require retexuring? Or a whole new model?

No, you need a model AND a texture.

Or, for some light sleeves, just replace the skin area of Hand_D.jpg with some fabric on MP9/10/GCS media from EAI.
