I am in need of a segment that has a different outside texture than the inside. Does anyone have tips, tutorials or links to some sort of tutorial on how to make this?

Easy.

Create a wall with dimensions 100x100 (units) and uv map it,while using different coordinates for the front and back side.

Create a texture containing both uv maps (different textures) for the wall and apply it to your new wall via the .fps file.

You need to export your new wall as a .X file

Actually some stock segments use two walls, one inner and one outer, just study the texture paths a bit then change them.
