what is the highest number of recommended to be on the screen of a average pc for the game to still run smooth?

I think it depends on the hardware of the system it runs on. I am not a programmer, but I did some 3-d modelling for a game currently in progess. The coders told me the poly limit was 6k polys on the screen using the GeForce 2 as the minimum graphic card because that was the max it could handle.
This is probably not what you are looking for, but it might be a starting point.

oh crap.Well I'm trying to make a large city with loads of buildings and stuff...is there any way to make it have low polygons without having the buildings to be cubes...

fog,camera range,backface culling, good textures that hide the fact that they are low poly models.
on my geforce 2 i had 1600 cubes on screen at once and had a fps of about 20, which is noticeably shaky.

with my specs i can have about 90.000 polys in screen with an fps of 28. hope that helps you

It's pretty much all graphics cards these days. OF course you need a fast CPU, but if you ain't got the G-Force or better, then don't count on gettin extraordinary FPS.
