That's because you need to extract the entity files that should have come with the download somewhere in your entitybank folder so you'll have a pick up item for those gunspec files. And the 'torch' item is simply an item with the default pickup1.fpi script attached to it. So it won't do anything when you pick it up because it's not being told to do anything else.
There are
several various flashlight scripts on the forum, ranging from a black outline HUD that covers the screen to simulate the flashlight effect, to an actual dynamic light attached to the player position. Even one or two that require batteries to keep 'lit' If you can't get the one you have now working, I would suggest searching through some of these other alternatives (search bar bottom-left of the page), and finding one that works best for you.

EAI has an 'LED' flashlight pack in the GC Store for 50 points that can be equipped like a weapon. Downside to equipped flashlights is that you can't use them when you pull out another weapon to shoot an enemy (unless you have Project Blue so you can duel wield). So you'll essentially be engaging enemies in the dark.
