well im not a blender user, but i do know it can export in dirextX .X format, but the last time i tried to import an .X file into blender, it said file not supported and so i went looking for plugins, and gave up!
Autodesk Maya or 3d max is very good, as mentioned you can used the biped model but again No suport for DirectX file format
but you can export to a lightwave.OBJ file then import into fragmotion, but personaly i would import a FpsC character into Fragmotion and use the animation already and just add or modyfy it and add your own new texture to it.
So at the end of the day i would just use fragmotion

Also not to be mean, but this topic is in a Scripting thread and should be in the Model and Media thread
You should ask a addmin to move this post to the MODEL and MEDIA thread and you may find you will get more help/information from others there that are in the same location as scripters mainly come here.
