can i rotate a matrix?

the effect i'm trying to create is like travelling in space. forward all the time.

so i was going to load a matrix with a starry texture on the left, right, top and bottom and have them scroll forward and loop around everytime. sort of like a tread mill on all four sides with a static plain as the back drop.

i hope i'm explaining this correctly? is there any way to do this with a skybox?
