I've tried to solve it but it does not works!

Processor : 3 GHZ Intel inside pentium 4
Video Card: RADEON 9800 includes ATI
Operating system : 32 Bit Microsoft Windows 7 Ultimate

Radeon 9800 Pro series isn't a DirectX 10 card, so you'll need to get a new, compatible card (see the list here). You should consider a new processor too, pentium 4's are really old, and not good for modern gaming.

WAIT I had (previous jear) Windows XP On this computer with the same video card
and i had >>FPS Creator one of the lower versions<< and it worked great on this coputer. but i got Windows 7 and X10 and now it not
works.

Problems? :
1. Windows Version XP/7
2. FPS Creator Version X10/lower

and My processor works Great i am running GTA San on it And FPS creator one of the lower versions
and battlefield 2 / Special forces
Crysis Special edition
and Battlefield 1942!

so my processor is OK!

No.

For fpsc X10 you need a dualcore processor.

FPSC X10 is a completely different piece of software. It requires a DX10-compatible card.

Pretty sure it's not essential, although it will help.

Yes windows 7 does contain directx 10 and 11 for that matter... but the issue is your video card is not compatible with Directx 10 hence the reason you are receiving the error you are.

Just because directx 10 is installed on you machine does not mean your video card supports it... and that is the reason for the issues you are having... check the list in budokaiman's post to see which video cards work with FPSC X10

SO The ultimate ANSWER = Take FPS Creator Free edition << it works!
