I need d3dmr.dll to run Darkbasic, how do I got about getting this on Windows 7?

Have you tried turning it off and on again?

Put that in the same file as your compiler (DB.exe)

As it's part of DirectX which is distributed with older versions of Windows and it's freely available to download from many websites without any problems, it's highly unlikely you will have any issues with adding it to your installer.
