Do you mean the actual "bullet" would be a decal/particle?

I'm not sure about changing the bullet itself, but I know you can change the bullethole decal and blood decal for characters.

would be great but not possible because there are no bullets with normal weapons, its just code, except flaks. but even not possible with using flaks wich you cannot assign a decal and only reacts on ambience-light atm.

Maho is correct. But you can achieve a simple and effective lazer beam effect by using flak. I used this method in Robolegs. Basically the flak/bullet model consists of two rectangular plains which sit perpendicular to each other. Then a beam/ray texture can be applied to each plain. And Voila! Obviously its not that simple coz the actual weapon needs the correct settings. Im on my mobile at the moment.

Hmmm... just had an idea. Later this week I will release a simple lazer rifle for the community to use as a base model.

Ya I got the RayGun in. Modeled it in sketchup. Also i am making a custom flak for it show ill show it when i get it to be perfect for my fan game

But as with flak, it's affected by lighting. PBUM had a great shader system that allowed for illumination maps for weapons but there really isn't anything like that for vanilla. What ever method you choose will probably look terrible without illumination mapping.
