Below is the script I use to have my characters health regen after you've been injured. It's very useful and works as is. However, it regens automatically even when still under fire. I do not know of any commands that check this so I thought I'd ask. Is there anyway for FPSC to detect health degeneration? And if it is not being degenerated to *then* start the regeneration?

This will do what you want. Adjust the health values as you want. While your health is greater than 25%, your health will regenerate after 4 seconds of not being shot. While your health is less than 25%, there is a slightly longer delay before regenerating.
