Well I got Bryce, and I got Truespace 3 (the free one), but I Can't see where to export as .x! What properties (materials, colours, shading, specular hilites, etc) does it retain in the export?

You'll most likely have to find an import/export plugin for the .X extention.

So, is it fair to say that I could create my models in Vue, save them as 3ds (which is built in), import into MilkShape, then export as a .x format?

What about properties though? Say, if I have a material with specular or reflective hilites, do they get exported with the 3ds, imported into MilkShape, and exproted from their in the .x file?

DoGA CGA exports .X with colors, textures, and materials intact. No animation support though. Also, some of the special effects in L3 are render effects and are not exported. [The trick in that case is to make 'baked' textures and use those.]

Metasequioa v2.1 (not shareware 2.24a) also exports to the .X format.
