Hey guys, I found that Audacity can convert any imported audio file out as a .ogg.

when you have the audio file you want to convert, you follow these steps:
1) open the folder that contains the .wav or other audio file and drag it into Audacity's blank start page.
2) Edit how you want (theres cool things that you can do easily like change pitch or reduce noise).
3) go to File > Export > edit your metadata or just click OK > rename your file (or leave as is) and under the "Save As Type" pulldown, select "Ogg Vorbis File".
4) Click save. There you go, you have just converted .wav to .ogg
The reason you should do this to whatever audio that you make yourself is that it reduces the file size A LOT, all while maintaining good audio quality. Attached is a free audio sample recorded by music artist ZipZipper, and edited by me. The sample is for you to try an convert yourself. It is also free to use.
