I wasnt to use the norm_spec_tangentbasis.fx Shader
When exporting the _I Illumination map - the shader info as well as bootlickers reference //"texture_I.dd" says that the secular map is supposed to be a .dd file. Yet the Nvidia photoshop plugin exports .dds format.

What settings to I use for a .dd format?

It is supposed to be a .dds file. That must have been a typo.
