I think its made by web artists. I don't really know.

I do know that it will distract you from work very easily. My favourite ones are Oval x 3 and Line x 50. I tried and failed to rip them off for the 20 line challenge.

Yeah, it's an extremely poor interface and took me about 10 minutes to figure it out, but there really are a couple good effects there.
