Are there any free programs like MAPPLET? It's good; better than similar programs like the Unreal Tournament level editor. I need to find one almost exactly the same for free.

Am I the only one here who's really confused?

What in heck is Mapplet? I'm familiar with Maplet, which is certainly not free, though it is bundled up with a certain other language at no additional cost. I can't comprehend how anyone could possibly consider it to be better than UnrealEd though, as it's missing even the most elementary features.

Quark is the only decent program that springs to mind that's free, but I like Cartography Shop a lot more than Quark. Not free though.
