You heard correctly. It is currently being beta tested. I don't know how much it will cost though. Hopefully, not much.

what does it have within its walls? does it encompass all physics? IE cloth, car, rigid body..etc?

Since I'm not a DBDN member or a beta tester for it I don't know for sure. However, I do know that it has cloth, and I'm pretty sure that it will have rigid body in there as well. Other than that it is anyone's guess.
