as the question states... is there any good tutorials to tier 2?

id realy like to learn it since its faster and id like to start converting my current projects over to it.

if someone could point me in the correct direction that would be great.

also need to know what i need installed. im using windows vista for my coding.

I would recommend you download a free version of MS Visual Studio checking for compatibility with Vista. It was easy for me to set up MSVS Express 2013 & get it running, but I am on Win8/10.

I posted a sample Tier2 project as a kind of 3D beginners tutorial.
