They still are! We're just a lot smaller than we used to be.
When I got here, media was scarce and held tight. Users were trying to sell everything, even scripts, and you often had to pay someone to help you if you had a problem. A few years later as more and more users created content, there was a virtual plethora of free stuff. Today, we have some of the greatest minds, modders, and creators that ever walked these forums, but there are few users left. That's to be expected since the software is so outdated.
As for hosting/providing the media that is still available, there should be no "getting around the legal aspect" of it. Simply stated, content is owned by the creator and whether or not the creator has given it away in the past, we still need to get permission to make it available. You don't take someones car for a ride because he let someone borrow it before. You still need to get permission.
In my way of thinking, and to ensure a creators peace of mind, direct download links should be created from this forum. I've seen in the past where some has chosen to host FPSC content on their personal sites where they also allowed images and banners of a pornographic nature. I don't know about you, but I don't want people finding my content on such sites. I'm sure many parents would agree. If someone wants to host a site as we did in the past (it can be a lot of work) it should be approved by the creator as well, but links from here to a repository is the better option. When/if the forum goes away, another one will probably be created by us stubborn users.
