a refraction for a teleportation decal. just the decal.

It depends of what kind of refraction You want, I think? FPSC X10 supported refraction, that I now. But You courld always fake refraction on the decal...

You want to look THRU the glasses of the gas mask and see the effect, Is this true? In that case only decals wourld work, or also play a video with refraction on a round area, around the player...

Unfortunately I don't think there's any way to do it.
You can't even sample the screen image outside of post processing unfortunately.
If something compiles on the first try. Something is terribly wrong.
