Hi,
I need to create a sprite to use it as a cursor
Is it possible to create, at runtime, a sprite of size 3 x 3 and have a 1 pixel border?

Yes, use the draw commands (drawline() etc) to draw your desired pointer image and then GetImage() that to apply to your sprite.
