I don't know, because you are not specific enough. Do you mean software that can SAVE/EXPORT to .x format? Or do you mean software that can READ/MODIFY .x files? Or... you tell me.

Deep Exploration - the best converter 3d/2d/movie/sound
milkshape 3d - can import/export
truespace/gamespace - save/load

I happen to like Metasequoia 2.1 and DoGA CGA for .X models. A very cheap combo and very easy to use if you're new to modelling. Milkshape 3D cost more, but is still economical and has animation support as well. [I also have trueSpace 4.3, but never invested the time to master it.]

'Best' is always a user preference. Prices and user interfaces vary widely. Download a few demos and decide which one you like.

Now that there is some .X exporter scripts for Blender 3D, it is another possibility.

(Pardon the self-promotion)

JTEdit (http://www.jtgame.com/jtedit) natively reads .x files, both the older retained mode version plus the newer skinned mesh form. I also wrote one of the .x export plug-ins for MilkShape, but not an importer.

Without a doubt,MSVC++ LOL!

Seriously,I don't know about the importing of x files caus"' usually,that,ll be the last thing I do before loading into DB but for exporting textured,animated(SkinnedMesh or Segmented/limbed) I have yet to see a cheap software do it better and easier than 3DCanvas,cheap meaning under 70$.
