Windows / Dark mode - Explorer black as well?

I Have two Win10 computers. Both have Win10 fully up to date, and both have Dark mode set on in the personalization-color settings.

Problem is only one of them has dark background in windows explorer, the other one stays white no matter what I try. Tried googling but I mostly just see "Set default app mode to Dark"

Any ideas?
