Of course, it is. The real question is what to you mean by free? Free 2d graphics and 3D modellers, sure. Free Dark Basic Pro, nah, just the trial version...

Yes and no.
1- You'll have to pay for the tools, but there are free ones out there (that arent so good)
2- You'll spend ALOT of time doing it. Time=Money, so it isn't really free.

other than that, yep, it's free.
