This is an apollo bug. See for yourself.

Go into a locked thread, type something out and try to reply. You'll notice at the bottom you get the error "This thread is locked (or is an announcement). You cannot reply to it." Then, click the 'TOP' button. Scroll down to the bottom. You'll be getting the same error. Try going into a thread. Same error. Really it just continues to give you this error, you should still be allowed to post though.

Yes...Rich converted the "No DB Pro Giveaway in Newsletter" thread into an announcement, and I was trying to post a sarky comment. From that point on, it wouldn't let me do anything.
