To create a database, do you need to use MySQL or any other SQL thing. Can you just create a text doccument on a server with it

Yes, you can. It depends on your requirements. An ini file is a database, it just so happens to be one table, no relationships and no indexing.

I think PHP can organize a text file as a database but as Bat says it lacks features compared to a real database. I suggest you get a webhotel that supports both PHP and MySQL, most/all do just find the cheapest.
