1) Not sure. Probably assembly. I think modern ones use Java.
2) NO DarkBASIC can only run on windows because is requires DirectX. Until cell phones use windows the answer is no.

Cell phone games are written in Java and some of the really cheap monochrome Nokia phones I heard were written in basic but not sure if that is true.
