This is a program called Tattoo. I recently purchased it and I'm thoroughly impressed. It needs a few changes to make it perfect but I am really happy with it. I downloaded the demo and then purchased it for about $41. Within 2 hours i had the registration key to unlock it.

My workflow is as follows:
- I model in wings3D
- then uvmap in wings3d (best and easiest i've seen)
- bring into Tatto for texture touch up
- I use paint shop pro also
- take to Character FX for animation purposes
- Cartography shop is what I use for level design
- Level and characters are all saved in X format
- Darkbasic Pro for home made game engine
- I'll be switching to Nuclear Glory's collision detection soon though
