Does anyone know of any good Desktop or Windows GUI editor. I use Desktop Architect 2 (search http://www.pcworld.com/). But it is not as good as I was hoping. If anyone knows any, please tell me.

I wanna be able to change the start menu icon if anyone knows any apps or something.

you could just use a normal hex editor. Also try Resource Hacker.
