I believe its a shader. Have a look on the DB Pro forums for lots of recent threads about these.

The impression I took away from reading these threads is that you need to be pretty clued up to use them.

You know the back of the DBP box? where it shows some spheres with lovely colours?
Its for making them.

Only you cant make them all, as neither water or the metal one are included on the CD...you have to pay extra for them for some insain reason O_o

IF you search though your directorys though, you should find a few includeing "bump" and "rainbow".
These are easy to get working, and there is a tutorial for rainbox anyway

A FX file can hold several fragment and vertex shaders and can also preform multiple passes. They require a compatiple 3d card.

3.1 ghz Pentium 4
Geforce FX 5800 ultra @ 535/1300
DX 9
