easy steps can be taken, for example

1) the date of each post is already recorded, you can use that data to make sure people can only post once every minute or 30 seconds, making it harder to post constantly

2) ban IPs

3) use a script that goes throught each message in the forum database and deletes ever entry by a given spammer

why aren't these steps taken?
