There used to be a sfx package called Relax that has public domain sounds. Cosmi also produces a CD with 6,000 sfx. Really cheap price and 'clip artish' in quality, but still not a bad starting point.

I checked out the A1 free sounds and found this ugly comment.

All sound files are FREE Downloads of Great Quality .wav audio for non-commercial use only.

Not very useful in the long run.
