I have asked Team DoGA for some white papers on the action format, but I have not gotten a reply. [English to Japanese translation via web site are a crap shoot.]
There is no automated solution yet. All the files are plain text, so it is theoretically possible to make a conversion utility.
What I usually do is export each of the separate part files as an .X object. I then open a program like Milkshape 3D and load each of the objects in and re-assemble the character. From there, it is fairly easy to attach each of the object to a skeleton and begin the animation process.
If you have the skills to make a conversion program, I'll do what I can to help. Reading 3D animation formats and creating .X animation from 'scratch' is not my cup of tea, but I can translate more of the L3 help files, if you need them.
