well i dont really need a wav editor i need a voice changer i need umm a program that will change my voice into what i want like an army generals or a germans or somthin like that if somone can help pls

Cool Edit has some sound editing features, but I haven't used it so I can't tell you exactly. Most wav recorders (like soundrec32.exe, the free one that comes with your computer) have options to lower the frequency and make your voice sound more deep or gruff.
