I had a version JBuilder 4 a while back but it wasn't free, at least for those who paid for me to have it...erm. Oh well...

The java compiler is free off suns site.(link was provided by someone else)

Editor. well once you got the path all set up just use notepad and when you compile do just javac.exe thing.java or java thing.java in command prompt.

When I have to use that horrid language for school I use ConText (http://www.context.cx/) and then command line compile it. I've also used Netbeans which is really good but is painfully slow.
