i upgraded to 1.13, when i do it says its upgraded. when i run the program it says "System Error: language file not updated".. can someone please help.

First thing, try uninstalling DB, reinstalling it, redownloading the patch, and reapplying the patch.

Download the help files and install those too. That should fix your problem.
