To get the best possible free forums I would go with phpbb. phpbb can't be used with free webs so you would have to have PHP and MySQL support with your hosting package.

@Iron Condor: I really don't think freewebs allows forums. You should try DBspot. Here are some forums:
-Proboards
-Hyper Boards (I would really go with this one)
-Invision
-PHBB
-YABB
