I'm not sure exactly how to do this, but I think this is how you do this. I think what you do is instead having the character move around you have its surronding move around it. I'm not quite sure if this is right or how to code this because I'm still new. Anyway hope that helps.

[edit] Whoops sorry I thought when you wanted the character move you wanted the surrounding to scroll. Sorry .[/edit]

Ok, start by dropping the l33t speak. It makes you look and think in a sloppy manner. Programming requires following exact syntax and this is a forum, not a chat room. Take your time when posting and impress us with your communication skills and the ability to use the Edit Post link when needed. [You'll need them.]

First question, which programming language are you using?

Programming language? You know, like Dark Basic (Classic) or Dark Basic Pro. You can't make a computer game without programming it.

My bad, no l33t. Just lame chat speak.

You can use sprites to do the overlay but that's not the best way to do it you need to learn how to use bitmap commands.
