Doesn't Milkshape have functionality like that?

DeleD will contain that kind of functionality in the future for sure though.

Metasequoia LE has the ability to project textures on to faces(planar, cylindrical, sphere with variable size and rotation) and the ability to go down to the vert level and edit the texture coordinates directly. It can write .X files. but it can not read them.
