By texturing I take it you mean drawing/painting. In which case, the GIMP art application isn't bad for being 100% free.

If you mean UV mapping for the model, I'm a recent convert of Unwrap3D - this application is $40 USD though.

By texturing I mean that I need to wrap pics around a 3d model in certain areas(putting the head pic on the head, etc.)

then look for lihunwrap 1.3, the last free version of the software I mentionned.
