some people are probably gonna get mad at this topic
Anyways, here goes.

When I try to use the "nbtstat" command in the command prompt it doesn't work unless it's a computer on the LAN. But it should be able to work with any computer. I can ping a remote comp, not on the network, and that's it.

but then If I ping the target IP address it replies, is there something else that I have to do first?
What does it mean by "Scope Id: []"?

The computer problery has disabled netBIOS over tcp/ip or has a firewall stoping it.

Anyone with a connection to the internet and doens't need it working is going to have diabled it for security reasons.
