nice idea.
I would use arrays to do it. Every piece should be divided in 4 part, because sometimes there is only a quarter covered by another piece. That way you can check if your brick is covered by another or not.
Of course you will have to use layers.

The first question you have to ask yourself is this:

Forgetting the graphical side for the moment, could I program the logic?

for example:
managing the pieces
shuffling the deck
laying out the pieces in the required pattern
checking each piece for validity
establishing whether the puzzle can be solved
