Is there any documentation? You have the constants on your site, but I looked at your test app, and noticed that some of the functions arent listen in the BASS .chm file. One example from your test app is "error=BASSLoadStreamFromWeb("http://www.codingarea.co.uk/BASSTestMusic/"+file$,0,0,file$,1)"

If that is in the .chm file that came with BASS (which I doubt, since I checked a few times), I sincerely apologize >_<

Do you know how I could go about making something like Winamp?

I believe the command I need is BASS_CreateStream, but that makes a "sample" stream. I need to know a way to load multiple files and play them over the internet.

Bass allows streaming from an internet site, but only for WAV files. Aside from that, I wouldn't know how to do it.
