I found one place that charged a $30 one time fee but can't find it. Something like that would be good.

If you want 3 Gigabytes, try www.fuitadnet.com. They cost $5 a month, but you get 3 gigs space and 25 gigs Bandwidth!

you could use a totally free host (like freeunixhost.com) which you get a subdomain from (e.g. yourname.freeunixhost.com) and then get a .tk extension forwarding domain thing from www.dot.tk

Am I the only one here who's really confused?
