I was wondering, so long as the game is to be non-commercial is it possible to use the Maya PLE, or GMax, to create game models, including animated characters?

Maya PLE, yes, gmax no. the reason being is that gmax cannot export to 3ds or x. ive heard there is some way to do it, but its a long conversion process and you often lose 3d data when you do that sort of thing.

Hope that helped

I did some research on GMAX 1.2 and it looks like you could export to M3D and from there you can import that into Milkshape 3D and export to the X format.
