Are you able to save the 3D Model to any other format other than .wings? If so, how.

You can use the export command to save as other formats. I know it does 3DS but don't know how well it works with DBP.

Now, another question. Can you animate models like having people move their arms, wheels turning, etc. with it?

I don't think you can in wings unless it has been added in a latter update.

I checked out one just now. It is not the easiest app to use but it can meet your needs and there are some here who do use it.
