if you bought the pc from a vendor whos puts them together or from a regulated brand like dell etc.. both are required to only install demonstrations / freeware / shareware software or full liscenced software but not illegal warez.
this is not always the case tho in the real world from vendors who sometimes slip on extra software.
If you have a disc with the reinstaller have a look at the readme and the details. Check your invoice in case they added a bundle if your really not sure.
MY guess is you have a demo version as the process to upgrade it is the factor telling me this.
Elements is not photoshop, theres a lot of differences.
Either save up and get photoshop 5 and higher ( 4 was no good) but 5 and higher are all very similar and you can achieve most things with 5 up.
OR consider freeware or cheaper alternatives.
jasc paint shop pro is another cheaper commercial alternative
thegimp is freeware and is free 2d editor with some clout.
texture maker is actually pretty good in combination with the gimp or photoshop.
theres a slew of free ware programs out there which you can use in a linear progression to achieve a result.
canvas6 not 3dcanvasv6 is a good 2d image program and it was free on a magazine a few years back
zonerdraw3 as well.
